feat(runner): Add option to disable auto update (#1791)

* feat: Add option to disable auto update

* Add junit test

* Add disable_update_runners to Terraform

* Add disable_update_runners to Terraform

* set default to false

* review

* Add option to disable auto update to the pool

* revert example
