Redeploy Balloons and Static Electricity #130

BASE is ready for a redeploy. phetsims/tasks#513 (comment) test task passed with no issues that need to be addressed before the redeploy.

In 2/18/16 developer meeting, we decided that PhET policy will be to not skip version numbers. Work should resume in the stale branch, pulling in from master if necessary. This will be noted in the commit.

Before BASE is redeployed, need to merge 1.1 with 1.2, point package.json to 1.1.0, make sure that there are no differences between branches. Finally, delete 1.2 branch.

In addition to this, it looks like one or two scenery patches need to be applied to the 1.1 branch before sim is ready for release. See

Merge complete, joist sha patched for the issues above. package.json points to 1.1 again. Balloons and Static Electricity is ready for an RC.

1.1.0-rc.6 published and deployed, test task created: phetsims/tasks#520.

Testing is complete in issue above, we are ready to redeploy the maintenance release.

Just deleted the 1.2 branch since we resumed the 1.1 branch for this release.
