Add maxColumns query parameter

I think that load time would be greatly reduced if I could ignore old snapshots and only load the newer ones. This is evidenced by the filer box. When there are only a couple of sims, it is much more performant. ?maxColumns=10 could be a really nice way to have less on the screen that just loads down the webpage.

This is working, it makes expanding columns much faster, and helps some with the load time. Note that rebuilding aqua caused phetsims/tambo#126, and the link on master causes an error on load, even though it still runs afterwards fine.
