Open eobs netcdf files in chunks of {'latitude': 10, 'longitude': 10}

This makes running 0.1degree grid resolution to not run out of memory anymore

In #167 the multipoint read per nc file uses trivial amount of memory and takes about 3-15 seconds per file.
