This PR refactors the AccessControl contract to make it module-friendly and ready for the breaking 0.4.0 release.

i think maybe TimelockController.vy could be updated to use AccessControl.vy now?

I want to keep the PRs small and focussed on one contract. Plan is to first migrate all authentication contracts, and after that the contracts that use those.

and also, it would be more pythonic to rename to access_control.vy

I'm still torn here. I usually follow strictly the snek_case way, but modules can be also seen as sort of classes that would use CamelCase in Python.

I will think about this more deeply during the refactoring of the snekmate contracts. For the moment being, I will keep the PascalCase as-is.

We bump the Vyper version to the latest breaking release `0.4.0`
(technically, since Vyper `0.4.0` has not been released yet, we use the
latest release candidate
`0.4.0rc6` (https://github.com/vyperlang/vyper/releases/tag/v0.4.0rc6)
instead), which implements _stateless_ (see
vyperlang/vyper@c6f457a)
and _stateful_ modules (see
vyperlang/vyper@8ccacb3).
