chore: simplify Babel configuration #10189

Simplifies the Babel configuration for the Jest tests by removing transformations that are no longer needed, as they are now fully supported in Node.js. Also replaces @babel/preset-env with @babel/plugin-transform-modules-commonjs, as it was only used to transform the source code from ESM to CommonJS (which is the same plugin under the hood).

Various Babel dependencies that were no longer in use were also removed, and those that are still relevant are now upgraded to the latest version.

Had to push a change to explicitly add @babel/core, as Yarn installs an older version otherwise. This is likely due to the way the way legacy Yarn (still used in this project) handles peer dependencies.

Yeah, noticed that. Strangely enough, this was not an issue until I added @babel/core. Either something weird happened here because of Yarn, or this dependency is missing in the dependency chain. I'll take a look.

Looks like the issue is a discrepancy between the dependencies here and the documentation framework. I've created a PR there to resolve this.

Hmm, seeing other failures now. Perhaps somehow dependencies were bumped in the lockfile that are now causing issues. I'll take a look at it tomorrow.

This seems to be caused by the documentation framework being upgraded, which removes certain dependencies from the lockfile that are not explicitly listed (note this is one of the bugs PNPM can help prevent). I've created another PR to resolve this.

I've removed transformIgnorePatterns as the default already excludes the node_modules directory. It doesn't seem that any of the listed dependencies need to be included, the tests work fine without. Aside from that this also improves the startup time for test execution by about 5 seconds on my machine.

Hmmm I'd tried removing that option before and run into issues because of imports that we did need to transform, but if we're not seeing problems related to that when the unit tests run maybe we've resolved that issue in other ways.

If so that's AWESOME, if not we can always revert this change if need be, it's not like it will impact consumers even if it doesn't work out.
