Build commits and pull requests on Linux and Windows using GitHub Actions. Produces a deb and a zip as artifacts. Using the executable in the zip requires copying the DLLs from one of the following alongside glslViewer.exe:
Also creates GitHub releases out of pushed tags and attaches the deb and the zip to the releases.
