Since we do not intend to use the Proposed Recommendations process we should bring this in line with the new default language for working group charters. This change should bring the recommendation process closer to being in line with the default W3C process for WGs.

Also:

  • Added the Ecma to the external group list, this is fundamentally a placeholder for a specific group within that org, but it would be good to have it added to the list with the other external groups we expect to consult and inform during the specification building process.
  • Added a .editorconfig file to make this repo easier for multiple groups to handle. I maintain my long-standing objection to spaces over tabs but let's not talk about that now and just establish the code style in line with the existing document.

Modified - After consultation we believe we no longer will need to regularly consult with WHATWG or Ecma for horizontal review.
