On the subsystem front there are T-* labels that you can use to identify area(s) that an issue concerns. If you wish to refine the github issue template it's here: https://github.com/paritytech/substrate/blob/master/.github/ISSUE_TEMPLATE/bug.yaml
(I'm not convinced that the top level directories are a good indication of substrate's subsystems.)

If people want a tip for their work they can post their address with the PR they submit. That's pretty low friction and pragmatic.
