Added mul_by_nonresidue() on impl Fq
mul_by_nonresidue() returns additive inverse
- (q - 1) is a quadratic nonresidue in Fq
- q - 1 ≡ - 1 and hence the additive inverse
Replaced <Fq> * fq_non_residue() calls by <Fq>.mul_by_nonresidue()
This basically replaces an M cost with an S (SubNC) cost.
