DPDK Backend : Fix missing table apply statement when used within switch expression

Switch expression like this

```
switch (tbl.apply().action_run) {
        a1: { foo.apply(); }
        a2: { bar.apply(); }
    }

should first apply the table and then execute the code within switch.
