Add an External DNS zone to the list of zones provisioned by RSS during rack setup. Like many other zones, this is only until we do #732.
While I was here, I carried forward more of the changes from #2570. In that PR we changed the DNS server config properties from
server_addressanddns_addresstohttp_addressanddns_address. I updated that in a few more places here (since I was adding new ones for external DNS that are parallel to the ones for internal DNS).
