What is the purpose of the change

@nikever very helpfully pointed out that we have some unnecessary files in our root folder!

This PR:

  • Moves .mergify.yml to .github/mergify.yml (works per https://docs.mergify.com/configuration/ )
  • Deletes RELEASE.md (deprecated in favor of contributing.md)
  • Deletes config.yml, I have no clue what this was for.

Documentation and Release Note

  • Does this pull request introduce a new feature or user-facing behavior changes? no (unless config.yml is used somewhere?)
  • Is a relevant changelog entry added to the Unreleased section in CHANGELOG.md? no
  • How is the feature or change documented? not applicable
