Use the term category only as a short-cut for "tuple of key and value".
Street result are not subject to the full filtering in the SQL query, so recheck.

The category parameter restricts the kinds of objects that are returned in the results. It should not trigger a near search. This also affects the undocumented ´[<key<=]' filter in the web API.
Also ensure that the category parameter is correctly applied when a housenumber search falls back to a street.
Fixes #3259.
