Will -c=pot option break the script? Perhaps it would make sence to keep empty pot component for compatibility with previous release (and maybe show deprecation notice if it is selected).

it will be like this:
"sudo -E ./scripts/install_dependencies/install_openvino_dependencies.sh -c=pot
Detected OS: ubuntu18.04
No packages to install"

I think a deprecation notice doesn't need in that case.
