As we are now splitting the vex module, this commit removes the vex functionality that is now living in openvex/vex Signed-off-by: Adolfo García Veytia (Puerco) <[email protected]>

This PR kicks off the new spun off repo for vexctl.
Still WIP, needs openvex/go-vex#1 and a
go getplus renaming the imports.
