One liner:
OPENSTUDIO_APPLICATION_START_TAB_INDEX=9 ./OpenStudioApp.exe /path/to/in.osm

Set permanently:

export OPENSTUDIO_APPLICATION_START_TAB_INDEX=9
./OpenStudioApp.exe /path/to/in.osm
