Issue overview

Mac CI has started failing when trying to download gmp lib. It seems like the gmp lib website has banned traffic from GitHub Actions: actions/runner-images#7901

Current Behavior

CI fails

Expected Behavior

CI succeeds

Possible Solution

Update gmp recipe to include alternate source
