Currently the profile page has at least 9 different URLs under the user name (or more if the user has block/moderator permissions etc). Some of them are actions, others show lists of Y. They are well mixed together, which makes it inconvenient to find what you want.
Description
It should be possible to split the actions and lists in two. Under the name/on it's right side there should be actions (add friend, send message, ignore, block, report ...). Below that section there could be different tabs for each list/non-action item (about/bio, notes, comments, diary entries, blocks). A similar system has been used in used in social platforms. OSM is not a social platform but imo such change would make it more convenient for mappers to use that page.

Maybe something like the sketch below. The buttons have black outline, the tabs are below the profile picture (I haven't drawn all tabs or all buttons). If there are too many buttons, some of the less used ones can be moved to a dropdown menu (for example mute and block).
