Allow instances to have up to a 256000KB delta in actual memory capacity

This commit was introduced into master during the 4.4 release cycle as part of #121

@enxebre It was introduced to master by #121 as part of the release 4.4 phase, so it was already in master when the release branches were cut. I've update the description and will rewrite the commit message to include a link

AWS M5 instance types may differ in memory capacity by more than 128MB.

Originally introduced to Openshift as part of openshift#121 during the 4.4 release cycle.

This PR was merged in the time period when ci-operator was mistakenly reporting failed tests as passing.

If this repository has ci-operator jobs, please inspect their test results even if passing, and consider the need for fixing or even reverting.
