remove early return when .status.storage.azure is unset. this property
is cleared up when the operator managementState is set to Removed, and
in such cases the early return would stop the controller from clearing
up the conditions and deleting the job. without this check the
controller can still do its job, even when managementState is Removed.
* drops use of the azurepathfixjob resource generator, as we only need
to get and delete the job and we mostly benefit from the generator
  pattern when creating objects.

* remove uneccessary informers. those were needed when creating the job
object, but are no longer relevant for only getting and deleting it.

@openshift-cherrypick-robot: This pull request references Jira Issue OCPBUGS-45039, which is invalid:

  • release note text must be set and not match the template OR release note type must be set to "Release Note Not Required". For more information you can reference the OpenShift Bug Process.
  • expected dependent Jira Issue OCPBUGS-41903 to target a version in 4.19.0, but it targets "4.18" instead

Comment /jira refresh to re-evaluate validity if changes to the Jira bug are made, or edit the title of this pull request to link to a different bug.

The bug has been updated to refer to the pull request using the external bug tracker.
