This must target 4.7.z as we consider it to not be a release blocker. 4.7.0 is imminent and targeting bugs at the release will flag up and block the release process.

As soon as 4.7.0 is released, bugzilla will be updated and allow bugs to target 4.7.z and be merged, but for now this is blocked.
