Move snehachhabria and draychev to emeritus status (#5260)

Due to the project guidelines on [inactivity](https://github.com/openservicemesh/osm/blob/main/CONTRIBUTOR_LADDER.md#inactivity), this PR proposes moving @snehachhabria and @draychev to emeritus status.
