Description

Manually incrementing the version to 2.13.1 to match other repos like common utils and alerting

Also cherry-picked these PRs to help CIs pass:
#1143: node 20 upgrade
#1305: upgrade upload artifacts

Issue for failing ITs: #1313

Approving as this fixes the compile issues for 2.13 branch. We should create a github issue to track the failing integration tests for 2.13
