[UX] View/edit correlation rule page improvements

The Northstar for the page is to introduce a layout based on OuiDescribedFormGroup component in editable state for viewing experience. Editing parameters (form fields, adding/removing queries or fields) of the rule will trigger OuiBottomBar to update the rule or cancel changes. The Northstar state can be achieved iteratively by applying the tasks listed below.

• 1.1 Implement OuiPageHeader

• 1.3 Implement uneditable details section as OuiDescriptionList
• 1.4 Apply OuiDescribedFormGroup layout to the rule queries

Terminology and UI copy

• Change breadcrumb from "Create correlation rule" to the name of the rule.
