Change the date of the newly built docker image to current build date in Docker Packer Library #4176

Is your feature request related to a problem? Please describe

Currently the docker packer library supports docker re-release of OS and OSD by updating the BaseOS of the image.The newly built image name in staging has date of the previously built docker image.

Describe the solution you'd like

Change the date value to be the current build date on which the docker-re-release job is triggered.
