update github workflow files for dashboards-notifications

Description

This PR ensures github workflow pass for the dashboards-notifications repo. It does the following things:

1. Removes the unused workflows which belong to the original notifications repo;
2. Update the dashboards-notifications-test-and-build-workflow.yml file to ensure build pass.
