Introduce the redesign page and applications headers behind a switch

• Updated OUI to 1.9.0
• Partially update Index Pattern listing page to conditionally use the new page header.
• Partially update Discover page to conditionally use the new application header.
• Partially update Dashboard presentation page to conditionally use the new application header.
