Finalize VisLayer data models

Coming from #2880

The initial VisLayers PR set up the baseline data needed to propagate to the charts to render correctly.

As more research has been done on the View Events page, we need to finalize the data models to include the necessary information to render that page correctly, which will include some added plugin resource metadata, such as resource name, resource type, resource url, etc.
