[meta] Pipeline/dependency issues

This is a redux of an originating issue for readability; readers of this issue should probably the originating issue in full, for context.

The current set of proposals, in priority/dependency order:

• Local-run mode should check for patient-level data mislabelled as moderately sensitive #315
• Replace needs with inputs #319
  • Understand and support use-cases for in-place notebooks edits #155
  • Don't require globally unique output patterns #180 (but probably not; see this comment, and this one)
• Encode privacy levels via reserved directory names #320

People picking these up should move the individual tasks to "Doing" in regatta (or whatever replaces Regatta in the New World)
