Update license from CC0 to CC-BY (after transfer to OMF) #390

The Open Mobility Foundation intends to license mobility-data-specification under the CC BY 4.0 License, rather than the CC0 1.0 license used by LADOT. After LADOT has transferred ownership of the mobility-data-specification repository to OMF (#386), we will commit this PR to effect the license change.

This is a non-breaking change, however, it may necessitate that people/organizations using this repository or building derivative products adjust their own licensing or documentation to comply with the requirements of CC BY 4.0, specifically section 3(a) - Attribution.

DO NOT MERGE UNTIL AFTER LADOT -> OMF TRANSFER
