Upgrade maven-surefire-plugin to 3.0.0 (#14842)

This fixes deprecation warnings when runnings tests with Maven 3.9.x: `[WARNING] Parameter 'localRepository' is deprecated core expression; Avoid use of ArtifactRepository type.
