This patch adds the repo mirror workflow for openeuler. This action will executed in every pull request and 01:00 UTC (9:00 AM Beijing) every day.

I bump the hub-mirror-action to v0.04, and specify the It's about 20-30 mins to complete the mirror, and there is a cache feature of action, maybe we could use it to speed up in future, but I don't think it's the top priority stuff before this PR merged. So, I think it's ready to merge. |

Note that we have to use the ssh to clone the kernel project, so we use the
sshclone style in here.
