python3-wxgtk4: replace deprecated inspect.getargspec

Backport patch to replace deprecated inspect.getargspec in lib pubsub.

And add python3-pip to RDEPENDS which is required by utils wxdemo,
wxdocs and wxget provided by python3-wxgtk4.
