feat: pass course key as query param to taxonomy skills api

Description: Pass course key to taxonomy skills api so that we can exclude the skills if skill validation is disabled for a course or organization.

4. If D happened instead - check failed.

• Documentation updated (not only docstrings)
• Commits are squashed

Post merge:

• Create a tag

• Delete working branch (if not needed anymore)
