Description of changes:
This PR backports the sample detectors feature addition (#272) to the opendistro-1.9 branch to be compatible with Kibana 7.8.0.
Only difference between 7.9.0 commit: some sample data test snapshots needed to be updated. Manually updated them and squashed as part of the single sample detectors commit.
Confirmed all UT/IT pass locally.
