Add react/jsx-curly-brace-presence eslint rule

Description

Added eslint rule to remove unnecessary braces in props and children. For more details : https://github.com/jsx-eslint/eslint-plugin-react/blob/master/docs/rules/jsx-curly-brace-presence.md

How Has This Been Tested?

Run npm run test, you should see errors if there are unnecessary curly braces

Test Impact

Tech-debt issue. No visual changes.
