[Tracker] Accelerator Profile Admin View (Habana Part 2)

Description

We implemented Habana support and created AcceleratorProfiles to support this:

• [UI] Habana Support Part 1 #1450

This was only user workflows (Model Serving & Notebooks). There is no way to setup AcceleratorProfiles within the Dashboard. This issue serves to correct that effort.

• P0: Map notebook images and runtimes to accelerators

  P0: view supported accelerators for custom images
  P0: map images to accelerators

• P0: Configure accelerator devices in the admin panel

  P0: Ability to view all devices with search and filter capabilities
  P0: Ability to enable/disable devices
  P0: Ability to add a new device
  P0: Ability to edit a device
  P0: Ability to delete a device
  P0: Ability to map images to specific accelerator profiles
