TAP-1.0: Merge pull request #24 from jburke-cadc/t74572

Stable point before API changes to support DALI-1.1 and TAP-1.1; this version might be useful to fix bugs in a TAP-1.0 service that has not been or cannot be upgraded to the head of master (TAP-1.1).
