Ideally something automated that checks in with the commenter: Did the commenter get a response?

OR more simply, where there's a notice that the comment has been delivered, also include

If you don't hear from them shortly, drop them a line at "EMAIL ADDRESS FOR THAT AUTHORITY". Remind them you'd like them to acknowledge your submission and understand what happens next for "THE DA IN QUESTION".

This is one measure in response to a claim that Parramatta City Council are not considering submissions from 'third party websites'.
