install: allow configuring pkg-config dir

Ubuntu places pkg-config in slightly weird directories, and we probably
want to include support for that when Ubuntu ends up packaging this
repo.

Also, we should default to --prefix=/usr/local to match autoconf. This
reverts commit 8bea54f ("install: default to --prefix=/usr").
