  1. Prometheus Exporter Meter attribute handling 

    * Add `OTEL_EXPORTER_PROMETHEUS_ADD_METER_ATTRIBUTES` variable
* Update Metric SDK to clarify when Meter attributes should be exported.

Fixes open-telemetry#1906
