Description

Update the OTLP proto version to 0.15.0. One notable change is the addition of Scope and deprecation InstrumentationInfo.

Type of change

Please delete options that are not relevant.

  • New feature (non-breaking change which adds functionality)

Yes, there is another issue for this #2516.
