Auto Instrumentation Needs Support for Initializing Metrics #1096

As a follow up to open-telemetry/opentelemetry-python#1036, the next step should be to support automatically initializing MetricProviders. The code is well set up to do it now, and shouldn't require much more than just another command line parameter and a modification of the code for the TracerProvider to accomplish.
