feat(web): add processors for adding session ID #4972

Which problem is this PR solving?

This is a first step in providing a mechanism for users to manage sessions in web applications.

Discussion about the overall approach/design is in this issue.

Short description of the changes

This adds two processors for adding the session.id attribute to spans and logs.

It also adds a SessionProvider interface (with a getSessionId() method), which is a dependency of the two processors. Since session can start/end during the lifetime of the SDK, the processors must have a way to get the ID of the up-to-date active session.

Open questions:

should this feature be in core or contrib?
- This was discussed in SIG meeting on August 7th, 2024, and the consensus was to add it to core
what package should this live in?
- I am introducing a web-common package that will not be limited to just this feature
