Drop OTLP exponential histogram environment variable option

Drop support for the otel.exporter.otlp.metrics.default.histogram.aggregation option EXPONENTIAL_BUCKET_HISTOGRAM, which is superseded by BASE2_EXPONENTIAL_BUCKET_HISTOGRAM.
