Add configurable cardinality limits to metrics

Cardinality limits are currently statically defined at 2000 series per metric. opentelemetru-specification #2960 specifies that cardinality limit should be configurable at view level, and at metric reader level as a function of instrument kind.

Note that the specification is still experimental so we'll have to hold off on public APIs for these new configuration options.
