Describe the issue you're reporting

We have a license check that validates that the copyright statement is consistent across all the files in the repo, but every so often there are still inconsistencies that sneak in. I'm proposing we switch to the shorter version:

// Copyright The OpenTelemetry Authors
// SPDX-License-Identifier: Apache-2.0

This is already used in the opentelemetry-demo repository, and is a valid format according to the apache license FAQ: https://www.apache.org/foundation/license-faq.html
