Is your feature request related to a problem? Please describe.
As the rate of data submission increases we will need to expand the pool of reviewers to check data submissions that are coming in. These new reviewers will be less familiar with the ORD project so will need to have clear guidelines on what to check and how.

Describe the solution you'd like
Stepwise documentation of the recommended procedures for reviewing data submissions. There may also need to be an associated issue in ord-interface to create extra viewer tools to assist reviewers.
