Close #43

• Update rust toolchain to the latest
• Add minimum version on llvm-cov, tuple-cli, cargo-toml-lint and cranky
• Change test converge tool like has been done on contracts repository: ci(coverage): use llvm-cov for source based coverage axone-protocol/contracts#172 (llvm-cov instead of grcov)
• Use cranky for manage lint rules (like has been done on contracts too: Enhance clippy linter configuration axone-protocol/contracts#322)
